【摘要】:ThisguideprovidesanoverviewandguidefortheselectionandimplementationbyshipownersandoperatorsofaFleetManagementSystem(FMS)networkofcomputerservicesinaclient/serverarchitecture(seeFig.1).TheFMSisbaseduponawideareaenterprisenetworkconsistingofanunspecifiednumberofShipboardInformationTechnologyPlatforms(SITPs)andoneormoreshoresideLand-BasedInformationTechnologyPlatforms(LITPs),whichprovidesmanagementservicesfortheshippingenterprise.TheFMScanbeunderstoodasacomputersystemcomprisedofoneormoreLITPsandoneormoreSITPs.Itcanbecharacterizedasmissioncritical24X365(24h/day,365days/year).TheSITP(seeFig1)providesasetofsoftwareservices,including:CommunicationsServices,tocommunicatebetweenvesselsandwithshoreviamultiplewirelesscommunicationtechnologies;DataAcquisitionServices,providingaccesstoshipboardsystemdataasrequiredforusebyothersystemsandmanagementpurposes;and,ExecutiveServices,providingsoftwareprocessadministrationandcontrol.Intotal,theSITPprovidesthecapabilityformultipleshipboardcomputersystemstosharedatawitheachotherandtocommunicatewithshore-basedmanagementorothervesselsorboth.TheSITPisunderstoodtoconsistofintegratedhardware,software,adatarepository,andstandardizedprocedures,whichprovidetheabilitytosend,receive,process,transfer,andstoredataormessagesindigitalforminacommonmodefromshipboardsystemsoradministrativeutilitiesorboth,andfromdesignatedsourcesoutsidethenetwork,forexample,systemsaccessedthroughwirelesscommunicationservices,suchassatellite,VHF,HF,andsoforth.Shipboardsystemsincludenavigational,machinerycontrolandmonitoring,cargocontrol,communications,andsoforth.TheSITPalsowillprovidethecapabilityfortheremoteadministrationandmaintenanceofassociatedcomputersystemsaboardthevessel.TheSITPrequiresanunderlyinghardwareandnetworkinfrastructure,includingashipboardcomputerlocalareanetwork(LAN),fileservers,workstations,wirelesscommunicationstransceivers,cabling,otherelectronicandopticaldevices,videodisplayunits,keyboards,andsoforth.TheSITPalsorequiresunderlyingsystemsoftwareprovidingnetworkoperatingsystem(NOS)services,DBMSservices,andothersystemsoftware.Therealsoisalayerofshipboardapplicationsystems,whicharedesignedtocapitalizeontheFMSinfrastructuretosharedatawithothershipboardsystemsandmanagementashore.ThosesystemsalsowouldbeabletocapitalizeontheremotemanagementcapabilitiesoftheFMS.TheLITPisanassetthatcanexchangeoperatingandadministrativedatafromindividualshipsandmaintainaDBMStosupportfleetmanagementandothermaritimeapplications.TheLITPwillsupportdatarepositories,fileservers,workstationsorpersonalcomputers(PCs),andacommunicationhubprovidingconnectivitytodistributedsatelliteservices,VHF(veryhighfrequency),HF/MF(highfrequency/mediumfrequency)andlandlines.TheDBMSmakespossiblethedevelopmentofknowledge-based"decisionaids"byprovidingtheabilitytoretrieve,process,andanalyzeopertationaldata.ThisguidedoesnotpurporttoaddressalltherequirementsforaSITP,whichformsapathfordatafordirectcontroloftheoperationorconditionofthevesselorthevesselsubsystems.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.Inallcases,itshallbepossibleforallunitsofnavigationequipmentresidentontheNavigationEquipmentBustooperateanddisplayessentialoperatingdataindependentlyoftheFMS.
